请教专家：财政部第18号令《政府采购货物和服务招标投标管理办法》中的第四十五条：评标委员会由采购人代表和有关技术、经济等方面的专家组成，成员人数应当为五人以上单数。其中，技术、经济等方面的专家不得少于成员总数的三分之二。....第二段中又说：采购人不得以专家身份参与本部门或者本单位采购项目的评标。...请问专家：采购人代表可不可以参加评标？评标委员会中采购人代表参不参与打分？？？

  我认为采购人代表可以参加评标。
  评标委员会是在专家库里随即抽取的，《政府采购法》和18号令并没有规定要求评标委员会的成员全是技术，经济等方面的专家。而是规定评标委员会成员必须不得少于成员总数的三分之二。所以说可以有采购人参加评标。
  既然是与技术，经济等方面的专家组成了评标委员会，那么采购人代表的评标打分是合理的，是评标结果的一部分。
以上仅是我个人意见。
