《条例》第22条这样要求：……招标人应当自收到异议之日起3日内作出答复；作出答复前，应当暂停招标投标活动。

请问：1、如果在投标截止10日前收到了异议，异议形式是书面的，还是口头的？
2、异议答复前要求暂停招投标活动，如果招标人收到异议第3日答复，是否要将投标截止时间向后延长3天？

《实施条例》第二十二条规定，潜在投标人或者其他利害关系人对资格预审文件有异议的，应当在提交资格预审申请文件截止时间2日前提出；对招标文件有异议的，应当在投标截止时间10日前提出。招标人应当自收到异议之日起3日内作出答复；作出答复前，应当暂停招标投标活动。
我的理解，之所以这么规定，其目的在于，申请准备期和投标准备期内，给予符合时限要求的关系人与招标人之间最大程度的沟通机会，或者说是给予双方或多方之间充分的书面谈判时间和机会，这样的设计符合要约和承诺属于缔约双方的真实意思表示的缔约原则。
投标截止时间是否向后延长时间，应确保投标截止时间符合不少于20日的法律规定，具体事宜，招标人应详细计算时间。
